Possible reasons why Riker was opposed send USS Enterpise C back unless she was rearmed

I found about three possible

 

He join section 31 in Yesterday Enterpise timeline

He saw the battle Archer IV differntly very differnt view out come of the war.

He had tough ethic issue doubt about mission a successful.

The UFP big fish fire and end of day surreinder Klingon perfer another enemy they had like the Borg for example.

Ethic argue pretty weak he not opposed idea send the USS Enterpise C back if she was rearmed.As for lives go many more death happen 125 if war allow go on. 

Battle of Archer IV way Riker stated they not be so confident special after the pacing we gave them at Archer IV. Bad enough that 2-10 of those kind victory change the tide war. Pricard did not per say face or anything confirm or denied.

 

He was member Section 31 or had join it. Well he had no issue send back USS Enterpise C rearmed. His easily prevent Enteprise C return rule out him being possible spie. Fact he even in favor of send USS Enteprise C back rearmed redlight own right know section 31 very likley member of it.  Very possible must of crew starship test that phase cloak device join section 31 even spoil plans. Term us that espidoe both fit into section 31 not into any know part of starfleet. Starfleet security and Starfleet intellegnce. Section 31 does both they do spying and they do black ops operation against enemies even have own fleet. Since USS Enterpise D crew over came problem so could have that crew done.

 

Let say for secound that Borg had show up much agressive in Yesterday Timeline. After all Borg attack UFP in the normal timeline destory few outpost way before Yesterday Enterpise espidoes was show. It very likley UFP did have resourse fight both the Borg and Klingon Empire.  Any victory might have well been litlte political vicotry Klingon Empire get hundrend light years more space few exchange terrioires. Klingon Empire likely well fight a war to point even if likleyhood get assimimlate end of the day fight odds. Two people see thing very differnt Riker could view ok surreinder Klingon Empire give few star systems here there. We much stronger militery since war last 20 years or so able put better fight. Pircard view might been though peaceful UFP not been war combine way Klingon Empire works better able handle borg.

 

Of course I am interst other possible reasons why Riker was opposed send back USS Enteprise C with out rearm her.
