It is the height of the Galactic War between the Core and the Arm. Wanting to make things more interesting, Q drops The City from Blame near one of the major conflict zones. Q tells the Core and Arm that The City is full of technology that could give them a massive edge over the other in the war. Both sides put their campaigns against each other on hold and devote all their resources to conquering The City.
