Facts we saw UFP holoship level cloak device that seem to be small amount less then when normal other major power fact make out it shape.  Back that the treaty more to do with hide the object shape then just making blend in. Would reason UFP design phase cloaking device meet these standers.

 

Possible reason

1. One it beyound UFP techology. That all or nothing

2. It violence the treaty Romulus just unwlling risk make big deal they saw the Dominion such threat.

3. UFP had them no reason to use this kind misson more expansives
