How were the Vuclan able to hold human back first place

While might think human stuck with Earth solar system . Was free enterprise going on civilian ship able to go faster then NX Enterprise. How Vulcan realistic able stop human get warp technology elsewhere or buy faster cargo ships .

 

Three possible I could think of

First and must important they need to now possible trade partners. Question amount information they had available about them. That until Enterprise was deploy.   Very possible starfleet contact few races simple know one think buy.

 

Second problem might be the simple issues cost ship practice terms. The amount charge starfleet likley high possible above military what the wing could possible afford.  If supplied found after NX Enterprise deploy the military wing might found not worth while either.  After NX Enterprise was deploy logic do so want down hill.  Cargo ship that go 1 warp faster then NX Enterprise may simple not worth while able to afford 2 starships for price offer sell.  

 

Third reason at least military wing maintenance simple keep in service been able to do so as will.

 

Of course civilian left people not want to change.
