How could the UFP design a phase cloak when Romulan and Klingon fail to.

I am trying comparing apples with apples not something else. Klingon bird of prey that USS Enterprise D destroys with one photon torpedo was a Klingon D-12 class starship. The same class as that we see in Klingon bird of prey in Star Trek movie five.

Those Klingon soldiers you talking and compare then to Somali pirates aid in a Klingon civil war. Or are at least on losing side of Klingon civil war happen I say 5 years ago. How did Commander Riker know he could destroy it with one photon torpedo destroy Duras sister bird of prey. Also Duras sister aid battle during the Klingon civil war so it would had to have been as strong as a other bird of prey fighting.
