Why don't Geordi and Ro fall through the floor when they are phased? Did the phased cloak not affect the bottom of their shoes? If so why can they still pass through walls and bulkheads just fine?

There's no explanation I can think of in universe, but it is a really good question. There are other problems, like the whole breathing thing, as well.

 

 

 

Out of universe? It made the story workable, and that's all the writers cared about. Should I make the TNG writer/bulldog comparison again, because it amuses me.

Another question would be, how come they didn't end up in space once the Enterprise started moving?

Perhaps their phased state didn't make them imune to the artificial gravity created by the gravity plates.

 

If so, then then should be able to walk through "normal", non-graviton emitting things, and be just as affected by gravity.
